For the past two fiscal years, the leadership of the Fire Commission has worked through the budgetary process to find additional ways that we as an organization can further assist the fire departments throughout the Commonwealth with equipment grants to help relieve the financial burdens they face.  We have now been faced with additional obstacles to navigate with the delivery times of personal protective equipment and this has made it necessary for us to find additional items and ways to further assist the fire service.

We continue to provide a thermal imaging camera grant program annually with great success, as we are seeing an increase in applications each year.  Bi-Annually we continue the Training Facility Grant program, again with great success, also showing an increase in requests with each grant cycle.  We recently announced the opening of the application period for Automated External Defibrillators, Battery Powered Extrication Combi-Tools, and Four (4) Gas Monitors, with a closing date of October 31st for each of these three applications.

Now it is time to offer our final FY23 grant program.  Beginning with your receiving this memo, we are now offering a Training Curriculum and Accredited Certification Testing Grant.  This grant will be open to ALL fire departments recognized and in good standing with the Fire Commission Office, both volunteer and career.  This grant program will work somewhat differently than our current and previous grants.  On the additional pages provided with this memo you will find the parameters.  

This grant program will run through March 31, 2023.

Training Curriculum & Accredited Certification Grant Program

Fire Department Requirements

1.     Shall be recognized by the Kentucky Fire Commission.

2.     Shall be in compliance with required statutes, regulations, and policies of the Kentucky Fire Commission.

3.     Shall have training scheduled and/or completed with State Fire Rescue Training in FY23.

4.     Shall complete the proper application of request for curricula materials and email to Director of Operations Jeremy Rodgers at jeremy.rodgers@kctcs.edu

 

Requirements by curricula title to receive hardcopy materials

1.     IFSTA Essentials of Firefighting 7th Edition, IFSTA Hazardous Materials for the First Responder 6th Edition, IFSTA Principles of Vehicle Extrication 4th Edition

a.     Fire Department shall have access to that associated Power Point training materials currently or provide verification of receiving access to IFSTA Resource One (Directions and Sample form letter to be provided on Fire Commission website and social media platforms).

b.     Fire Department is found during Fire Commission compliance inspection to have materials that are previous editions.  (Training Records and Compliance Specialist will assist with starting the process for IFSTA Resource One access.)

c.      Fire Department has a scheduled “recruit/new firefighter” class/academy.

d.     Fire Department is verified to have members which are new in the Kentucky fire service and taking part in established new/recruit training. 

e.     For Hazardous Materials Awareness, Operations and/or Technician standalone curricula: fire department has a scheduled standalone class(es) for Hazardous Materials Awareness, Operations, and/or Technician which will result in accredited certification testing.

 

2.     IFSTA Pumping and Aerial Apparatus Driver/Operator 3rd Edition

a.     Fire Department shall have access to that associated Power Point training materials currently or provide verification of receiving access to IFSTA Resource One (Directions and Sample form letter to be provide on Fire Commission website and social media platforms).

b.     Fire Department is found during Fire Commission compliance inspection to have materials that are previous editions.  (Training Records and Compliance Specialist will assist with starting the process for IFSTA Resource One access.)

c.      Fire Department has scheduled “recruit/new firefighter” class/academy.  

d.     Fire Department is verified to have members which are new in the Kentucky fire service and are taking part in established new/recruit training.

e.     Firefighter shall be taking part in an approved Driver/Operator-Pumper, Driver/Operator-Mobile Water Supply or Driver/Operator-Aerial which is being taught by State Fire Rescue Training and will result in accredited certification testing.

 

3.     IFSTA Fire and Emergency Services Instructor, 9th Edition

a.     Fire Department shall have access to that associated Power Point training materials currently or provide verification of receiving access to IFSTA Resource One (Directions and Sample form letter to be provided on Fire Commission website and social media platforms).

b.     Firefighter shall be taking part in an approved Fire and Emergency Services Instructor 1 or 2 course which is being taught by State Fire Rescue Training and will result in accredited certification testing.

c.      Firefighter shall meet all prerequisite requirements for certification prior to the completion of the class.

 

4.     IFSTA Fire and Emergency Services Company Officer, 6th Edition

a.     Fire Department shall have access to that associated Power Point training materials currently or provide verification of receiving access to IFSTA Resource One (Directions and Sample form letter to be provided on Fire Commission website and social media platforms).

b.     Firefighter shall be taking part in an approved Fire and Emergency Services Company Officer course which is being taught by State Fire Rescue Training and will result in accredited certification testing.

c.      Firefighter shall meet all prerequisite requirements for certification prior to the completion of the class.

 

Requirements to qualify for FREE accredited certification testing by level

*Note: Free accredited certification tests are limited to one (1) test per certification level per day. No free same-day retesting*

1.     Firefighter 1, Firefighter 2, Hazardous Materials Awareness and Operations

a.     Active firefighter of a recognized Kentucky Fire Department, enrolled in a recognized degree program within the Commonwealth of Kentucky, and/or member a federal institution with an associated firefighting component. 

 

2.     Driver Operator Pumper, Mobile Water Supply, Aerial apparatus

a.     Active firefighter of a recognized Kentucky Fire Department, enrolled in a recognized degree program within the Commonwealth of Kentucky, and/or member a federal institution with an associated firefighting component. 

b.     Shall meet all prerequisite requirements prior certification.  (Prerequisite – Firefighter 1)

 

3.     Fire and Emergency Services Instructor 1 and 2

a.     Active firefighter of a recognized Kentucky Fire Department, enrolled in a recognized degree program within the Commonwealth of Kentucky, and/or member a federal institution with an associated firefighting component. 

b.     Shall meet all prerequisite requirements prior to certification. (Prerequisite – Firefighter 2) (Open spots in classes may be filled with individuals whom do not meet prerequisites)

c.      Shall be a certified firefighter for a minimum of 1 year.

 

4.     Fire and Emergency Services Company Officer 1 and 2

a.     Active firefighter of a recognized Kentucky Fire Department, enrolled in a recognized degree program within the Commonwealth of Kentucky, and/or member a federal institution with an associated firefighting component. 

b.     Shall meet all prerequisite requirements prior to certification. (Prerequisite – Fire Instructor 1) (Open spots in classes may be filled with individuals whom do not meet prerequisites)
